Let's not get confused and analyse first which problems exist with generals (and other specialists, but let's focus on generals)
- generals which aren't used take up space on the home island
- when one has a lot of generals it's hard to have sufficient landing space/ building place
- generals (and other specialists) are sorted randomly in the star menu
- generals are sorted randomly in the "send army" sub menu (adventures)
- "send army" sub menu shows third row partially
Issue 1
The feature which allows you to send generals to your start menu adresses issue 1, and in no way seems to intend to fix any of the other issues. It obviously can't, because these are completely different issues. In that sense fixing issue 1 isn't a workaround for any of the other issues.

Having a default ordering of your generals in the category is what qwerty is talking about, and what people are missing.
Generals etc are still randomly ordered in the star menu.
Using generals from your star menu is not something one often does anyway, so in my opinion this isn't really a great feature, sorted or unsorted. But it could be better, but if I would have to choose, I would fix issue 4 first

Personally I am far more frustrated that the generals in the adventure sub menu "send army" are sorted randomly.
This menu is used far more often and it's sorted differently each time you use (open) it, this makes no sense.
It would make sense to have a default high to low ordening, and/ or a ordening where generals with troops in them are at the top, or to let the user set their own default ordening.
Now you have to scroll 30 generals to see which one you need.
Which brings up issue 5.

Generals in the "send army" sub menu are only shown by 2 rows.
The third row is partially hidden, so it's impossible to directly see what's inside them (yes I know the mouseover works).
Another annoying software design flaw.
A category is not the same as a order; the order of the generals is the same with or without the category...
